Later, he attended the University of Wyoming and Chadron State College where he received his secondary education. Raul was the Airport Operations Supervisor for his first 16 years at Western Nebraska Regional Airport and became the Airport Director in 2018. Raul is involved in the Scottsbluff Kiwanis Club, sits on the City of Scottsbluff Board of Adjustment and sits on the Kiwanis Foundation Board. He was also a former Chairman of the Local Emergency Planning Committee.
